Requirements:

Qualifications required: Knowledge Required by the Position: Interpret laws, policies and regulations of an administrative field sufficient to apply new theories and developments to problems not susceptible to treatment by accepted methods, and make decisions or recommendations that significantly change, interpret, or develop major public policies or programs. Understand a wide range of methods for the assessment and improvement of complex programs, processes and systems. Works under the general supervision of a supervisor. The supervisor makes assignments in terms of the organization's broadly defined mission or function, and assignment objectives. The employee is responsible for independently planning, designing, and carrying out the work and keeping the supervisor informed on progress as appropriate. The incumbent uses judgment in interpreting and adapting guidelines such as DHS policies, regulations, precedents, and work directions for application to specific cases or problems. Develops, detailed plans, goals and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Decisions concerning planning, organizing the conducting studies is complicated by conflicting program goals and objectives. Contacts are with persons throughout the Department of Homeland Security, all bureau/ agencies that comprise the Department of Homeland Security, other departments, Congressional offices, the White House and members of the public. The purpose of contacts is to plan, coordinate and advise on work efforts and to resolve operating problems. The incumbent must be skillful in approaching individuals or groups in gaining compliance with established policies, regulations, or gaining information by establishing rapport. Work is sedentary.
