Description:

Position is in the Federal Railroad Administration (FRA) Office of Environmental Program Management (RRD 30). You will serve as a Supervisory Environmental Protection Specialist in one of three Divisions in RRD 30. RRD 30 oversees implementation of environmental laws and regulations, advises on environmental policy, including climate and sustainability initiatives, and ensures integration of project development with environmental work, in support of rail stakeholders.

Requirements:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

Experience providing leadership, coordination, and support for environmental and/or cultural resources programs related to infrastructure projects. Experience managing and evaluating the effectiveness of a variety of environmental and/or cultural resources policies related to implementing infrastructure projects. Experience as a subject matter expert representing an organization working with grantees, state and local governments, and/or community groups to effectively implement federal environmental and/or cultural resource regulations.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Environmental Program - Comprehensive Knowledge of the requirements of the National Environmental Policy Act (NEPA) and related laws such as the National Historic Preservation Act; Endangered Species Act; Tribal Consultation and Executive Order 13175; US DOT Transportation Act, Section 4(f); Title 23, Environmental regulations; Clean Air Act as amended and Executive Order 12898 on Environmental Justice. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations and organizational needs

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
