QUALIFICATION REQUIREMENTS:Demonstrated ability to perform the duties described above using the theories, principles, practices and techniques of generally accepted accounting principles. Work experience should include: a. Interpreting and assessing program financial performance using standard financial management systems; b. Interpreting balance sheets and profit and loss statements; c. Applying commercial budgeting techniques; d. Supervisory experience directing technical and professional financial management operations. Progressively responsible work experience in budget or finance that provided the incumbent the knowledge of appropriated fund and nonappropriated fund regulations on budgetary processes and requirements is required. The work experience must demonstrate the knowledge and ability to balance funds between accounts; i. e. transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs. Must have excellent organizational skills; be highly skilled in written verbal communications and able to deal tactfully with employees in all levels of the organization. Must be proficient in Microsoft Windows, Word, Excel, and other software as required and be able to meet stringent deadlines in a fast-paced environment.
