This position is located in the Department of Homeland Security (DHS), Management Directorate, Office of the Chief Information Officer, Office of the Chief Data Officer, and responsible for performing highly technical work across the DHS enterprise and serves as the principal architect of Data Program products and services, providing related expert consultation in data architecture, data integration, warehousing, and security, and analytical concepts and methodologies across the DHS enterprise.Requirements:
This is a Senior Level (SL) position and applicants must demonstrate that they meet the Basic Requirements AND Mandatory Technical Qualifications below.BASIC REQUIREMENTS:
To meet the minimum qualifications for this position, you must meet the Basic Requirements: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. TEC HNICAL QUALIFICATIONS (TQS) (MANDATORY) :
In addition to Basic Requirements, you must possess ALL mandatory Technical Qualifications (TQs). These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading teams and/or projects for a comprehensive business program in a complex organization. Typically, experience of this nature is gained at or above the GS-14/15 grade level in the Federal service, or its equivalent with state or local government, the private sector or nongovernmental organizations. An individual's total experience and education must demonstrate the ability to perform the duties of the position.
All applicants must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system. You must address each TQ separately, and you should not exceed two pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible'.
TQ 1: Demonstrated experience overseeing enterprise data analytics. This includes experience creating and scaling operations, managing consultancy units, and promulgating data governance and analytics policies and best practices to leverage data for maximum business value.
TQ 2: Demonstrated experience as a technical leader in a complex data environment. Proven understanding of statistical analysis and predictive modeling for a large, complex, and secure data environment. Demonstrated proficiency with key data science tools and programming languages.
TQ 3: Demonstrated experience developing and implementing technical and leadership data integration strategies to emphasize managing data governance, quality, and security-proven ability to integrate efficient and scalable technologies for a large, complex organization.
You must submit THREE written TQ narrative statements (including your IT-related experience demonstrating each of the four competencies) that clearly and concisely document specialized experience.
Note: Responses to TQs must not exceed 2 pages per TQ, for a total of 6 pages.

Failure to submit a narrative statement or address any of the TQs is also considered incomplete and WILL NOT BE CONSIDERED. As a result, you will be rated as "INCOMPLETE."
