Requirements:

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include installing, configuring, optimizing, and troubleshooting network devices while also providing timely and accurate updates.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing feedback on network requirements, including network architecture, infrastructure, and routing.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include communicating technical matters in writing and orally to facilitate appropriate managerial action and customer understanding.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include identifying, remediating, and reporting on network device vulnerabilities, or troubleshooting major incidents or problems within the network.

In addition to my experience demonstrating the four competencies above, I have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by interpreting and adapting guidelines, such as the policies, regulations, precedents, and work directions for application to specific cases or problem.

Major Duties:
Strategy Appraisal Development, and Implementation
From a Cyber/Space/OIE perspective, analyze applicable laws, statutes, regulatory documents, doctrine, and Higher-Adjacent-Supporting Strategies and Campaign plans; assess policy needs and collaborate with stakeholders to develop policies to govern such activities; design/integrate strategies that outlines and aligns the Commanding General's (CG) vision, mission, and goals; advocate for adequate funding for training resources; promote awareness of relevant policy and strategy as appropriate throughout the CG's commands.


- Conduct appraisals and critical reviews of strategies, plans, and policies to articulate their operational impact to the respective Commanding General's commands. In the conduct of Operational Design, supports the efforts to understand the strategic direction, guidance, and environment. Supports Red Teams and conduct independent critical reviews and analysis of Plans, Operations, Organizational Designs, and Capabilities. Conduct or participate in the various Operations/Combat Assessments or Risk Management Analysis that identifies trends and changes in a strategic, operational or fiscal environment which requires judgments of operational effectiveness or a need to adjust operations/plans/resources to attain progress towards objectives or desired condition.

Force Planning and Development - In the context of Planning, Programming, Budget, Execution and Assessment (PPBEA), provides decision support to the "Planning" Phase to include articulating the strategic narrative and outlining their anticipated CONOPS with combat credible information related capabilities over a Future Years Defense Program. This includes generating command positions in support of COCOM and Naval Services posture statements, integrated priority lists, and other products that enable evaluation of resource requirements necessary to achieve advantage in the Cyber/Space domains and the respective targeted information environment. The Cyber Policy and Strategy Planner analyzes the Commanding General's commands through the service or CYBERCOM Capabilities-Based Assessment processes that includes, but not limited to the force planning and analytical events such as wargames, modeling and simulation, DOTLMPF reviews, and CONEMP/doctrine development. Ultimately, these process identify competitive advantages for the Commanding General to leverage amidst ambiguous or rapidly-changing operational or fiscal environments.

Knowledge Management and Data-Driven Decision - Manages and administers knowledge management processes and tools used to identify, document, and access intellectual capital and information content for application across organizational lines. Implements information management/knowledge management (IM/KM) actions to capture, organize, and mine data to facilitate follow-on analysis (ex. Operational Net Assessments) and decision support. Serve as a Foreign Disclosure Representative and Collateral Authorized Official in support of the command's respective programs. Employ data assessment visualization mechanisms that enable tan understanding of the Operational/Information Environments and inform decision support.
