Requirements:

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-11: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

GS-12: There is no substitution of education for specialized experience for this position.

OR

Experience:

GS-11 and GS-12:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-11:

Experience in administering employee relations matters including administration of the incentive awards program, performance evaluation program, and leave administration program. Experience in maintaining accurate staffing projections and position accountability for the region. Experience in reviewing disciplinary and adverse action letters, and complex or unusual pay setting to ensure compliance with applicable guidelines and/or regulations.

GS-12:

Experience providing oversight to a human resource component and advisory services in the areas of labor management practices, staffing and placement, classification, compensation, performance management, benefits, or employee development. Experience interpreting and ensuring compliance with federal laws, OPM regulations, DOJ and BOP policies as they apply to human resource issues. Experience developing and maintaining constructive and cooperative relationships with the union in the development of personnel policies, practices and procedures which affect conditions of employment and contribute to the effective operation of the facility.

Combination of Education and Experience:

GS-11:

A combination of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
