Description:

The incumbent serves as the primary technical expert in the fields of utility maintenance, operations, repair, and minor construction within the New York Harbor HCS, Manhattan Campus. The incumbent manages all aspects of these programs including the management and projection of funding, staffing, the establishment of policy and protocol, long-range program planning, regulatory compliance , quality improvement and VISN level program planning. Directly responsible for 4 maintenance & repair shops.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: A broad knowledge of specialized healthcare delivery systems, clinical practices, procedures, and standards that operate within the Medical Center, knowledge of hospital administration, planning concepts, VA rules and regulations, external accrediting body rules and regulations as they impact on programs and services within the Medical center. Ability to apply this knowledge to the maintenance program. Knowledge of the trades associated with equipment repair, to be able to determine material and equipment requirements, work sequences, etc. The ability to apply extensive knowledge of the Joint Commission standards and other necessary and required guidelines, to the maintenance program of a full spectrum of sophisticated health care equipment; requiring prescribed schedules, procedures, or processes to maintain compliance with complicated requirements. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. You will be rated on the following Competencies for this position:
Leadership Mechanical Project Management

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is primarily sedentary although some physical effort may be required, e.g. Occasionally lifting objects, weighing up to 50 pounds, working in hard-to-reach places, standing, walking, bending, crouching, climbing ladders, carrying light items such as plans, specifications, manuals, briefcases, driving or traveling by motor vehicle is required. The incumbent may use manual dexterity and visual acuity to operate various tools, equipment, and machinery. He/She must be able to work in various environments that may be noisy, dusty, or have other physical hazards with the proper PPE. They must be able to work in confined spaces, heights, or outdoor environments in various weather conditions such as extreme heat or cold with the proper certification and PPE. The hospital environment can be unpredictable and fast-paced so the incumbent must be able to adapt to changing situations quickly while maintaining their physical stamina and focus. The incumbent must respond quickly and calmly to emergency situations, which may involve running or performing physical maneuvers to assist patients or other staff members.
