The incumbent will serve as the Technology Platforms (LEAF, Teams, AchievelT, PowerBi, SharePoint, etc.) Coordinator for the Executive Office and coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organizational performance. Conducts business process modeling, projects and studies that will impact on the overall functions of the Services in such areas as, policy development and implementation, processes, streamlining, etc.Requirements:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. This position requires knowledge of qualitative and quantitative techniques for analyzing and measurement of the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout the medical center and subordinate facilities, and the relationships or administrative support activities (e.g., data processing, accounting, budget, etc.) to such missions. Knowledge of platforms (LEAF, SharePoint, Power Bl, etc.) is required as the incumbent will be the administrator of these platform systems for the Executive Leadership Office and will train employees, and identify inconsistencies, hold discussions with management on capabilities of platforms/operational systems feasibility toward meeting objectives, validating new programs and options, recommending changes in existing programs and modifying current programs to meet future needs . Knowledge of appropriate VA policies, VA directives, operating procedures, information flow and of prevailing automated practices in government agencies and the private sector sufficient to ensure applications are consistent with the current and planned infrastructure and data environments currently used at the supported VAMC OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree
or 3 full years of progressively higher level graduate education leading to such a degree
or LL.M., if related.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
