Description:

This position is located in the Division of Administration, Security Branch which provides Agency-level Continuity of Operations Planning (COOP), program management, policy, training, and guidance. The focus of this position is crisis management, continuity of operations and hazard risk assessment. The incumbent is responsible for providing agency subject matter expertise for the development and management of projects, programs and resources employing all subject areas of COOP.

Requirements:

This is a Non-Reimbursable Detail not-to-exceed six (6) months and will be filled at any one of the grade levels advertised. This assignment may be ended earlier or extended, based on management's needs. This is NOT a temporary promotion and temporary promotion candidates will not be considered. Interested applicants must currently be in a non-time limited appointment in the same grade level they are applying for.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate for the Emergency Management Specialist (COOP) position should have experience that includes management preparedness and disaster assistance; active engagement with Federal, State, local and non-governmental partners which support the development of evacuation plans, strategies, policies and procedures in times of disaster; identifies evacuation support resources; independently prepares analysis of data, budgets and contracts; interprets complex policy and independently prepares guidance in written and oral summaries for senior level briefings associated with emergency situations. The preferred candidate should possess a Certification - Level 1 COOP or Level II Master Continuity Practitioner.

Interested candidates should be available to start the detail within approximately six (6) weeks from selection.

THIS POSITION IS A NON-REIMBURSABLE DETAIL NOT-TO-EXCEED SIX (6) MONTHS FOR CURRENT FEDERAL EMPLOYEES IN THE COMPETITIVE SERVICE. THIS IS NOT A TEMPORARY PROMOTION.

To be considered for this position as a DETAIL at the GS-12 or 13 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for.

Applicant must have one year of specialized experience equivalent to the GS-11 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of an Emergency Management Specialist at the GS-12. Specialized experience includes:
Experience assisting in managing an emergency preparedness program; AND Assisting in preparing standard operating procedures and/or guidelines for meeting mission requirements and identifying resources to support the program operations; AND Evaluating emergency management processes, plans standards operating procedures or guidance to ensure compliance with established emergency management directive, regulations, policies, standards and guidance. This experience must be fully supported and articulated in your resume to receive consideration.
