Description:

This position is in the Planning, Program, and Environmental Branch, Western Federal Lands Highway Division (WFLHD), Federal Highway Administration. Responsible for assuring environmental programs, studies, and documents comply with appropriate environmental policy acts, regulations, and laws. Provide guidance and technical expertise to State Departments of Transportation, local transportation partners, Tribal Governments, Federal resource and regulatory agencies, and internal agency offices.

To meet the minimum qualifications for this position, you must meet the specialized experience and/or education requirements, if applicable, for the grade at which you are requesting consideration.

For the GS-11:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level , which included:

Experience using Federal Laws such as the National Environmental Policy Act (NEPA), Executive Orders, regulations, policies, procedures, notices, advisory material, and other technical materials, to prepare permit applications and obtain permits and author NEPA documents for transportation or highway projects; AND Experience analyzing and evaluating social economic and environmental impacts, e.g., noise and air quality impacts, impacts on wetlands, flood plans, wild and scenic rivers, parks, recreation areas, wildlife refuges, prime and unique farmland, coastal zones, historical / archaeological sites, etc.

Or on Education, which must demonstrate that the knowledge, skills, and abilities necessary to do the work were attained, you may qualify with:

a Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; OR a LL.M., if related.

You can also have a combination of graduate education and relevant experience. This must be fully supported by your resume and transcripts, provided with your application.

For the GS-12:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-11 grade level , which included:

Experience advising and negotiating with internal and external customers and fostering partnerships to ensure compliance with environmental laws, regulations, and policies; AND Experience reviewing plans for environmental impacts and preparing, submitting, and obtaining environmental permits, such as under the Clean Water Act or Clean Air Act.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Environmental Engineering - Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Students enrolled in a qualifying degree program can apply to the GS-11 if the anticipated graduation date is within six months of closing date of the announcement. Graduation transcript must be received before start date. Other applicants must meet all qualification requirements by the closing date of this announcement.
