Description:

This position serves as an expert analyst responsible for assisting the USPTO Diversity Officer in the analysis, evaluation, development and implementation of agency wide diversity, equity, inclusion and accessibility (DEIA) recruitment and outreach strategies and initiatives, employee engagement and inclusion activities, annual reporting, establishment of national strategic partnerships, and management of federally mandated equal employment programs.

You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes: Experience in, and expert knowledge of federal legislation, initiatives, executive orders, programs, hiring authorities principles, practices, programs and policies that govern EEO and DEIA and the recruitment, hiring, retention, development and promotion of underrepresented groups. Experience utilizing social media platforms such as; LinkedIn, Instagram, Facebook, Twitter; WebEx and Microsoft Teams, surveys, Survey Monkey, MS Forms and QR codes. Experience drafting, reviewing and finalizing annual EEO and OHR report narratives (e.g., MD-715, FEORP, DVAAP, etc.), correspondence, articles, agendas, presentations, brochures, announcements, flyers and blogs. Experience planning, coordinating and implementing logistics for meetings, trainings, recruitment, outreach activities, and organization-wide events. Experience conducting analysis of demographic data to identify, offer, and track recommendations through the MD-715, the Federal Equal Opportunity Recruitment (FEORP) report and other federally mandated reports to address identified barriers/potential barriers to equal employment. Experience using Business Objects or other software to illustrate data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
