In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience conducting or directing research and development that combines elements of theories and methods to plan, design, construct, operate, and maintain facilities to make advanced facility and installation operations more efficient and cost-effective; manage the execution of facilities repair, major maintenance, and construction programs; and has direct responsibility for planning and implementing a maintenance program for all research and development facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02 (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. In addition to meeting the specialized experience above, to qualify for this position you must also meet the basic education requirements listed below:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-4 (equivalent to GS-12/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
