Description:
The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.Requirements:
Mandatory Requirements:Expert knowledge and experience in DEIA program functions and understanding of the nature and causes of institutional barriers to diversity.
Superior ability to work cooperatively across organizational boundaries and to convince individuals or organizations with different perspectives to work together to advance challenging goals.
Superior experience managing a professional staff of government and contractor employees.
Superior ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel.
Superior track record of providing innovative, timely, accurate, and comprehensive responses to taskings; leading the production of strategic and tactical projects; planning and executing program management activities; and providing project status updates to an executive audience.
Ability to thoughtfully establish controls to track and monitor benchmarks of performance for DEIA efforts, continually improving the associated data and analytics; and to manage information in compliance with regulations.
Experience overseeing, developing, assessing, and managing complex DEIA projects or programs, such as policy development, outreach, strategy design and implementation, and data analysis and metrics.
Ability to serve as a senior advisor to the COO and ODNI senior leaders, and to provide advice on the development, implementation, and management of complex DEIA programs and activities.
Ability to serve as a trusted confidant for employees and managers who have concerns about the culture or work environment.
Familiarization with or experience analyzing and reporting demographic data.
Desired:
Expert knowledge of IC and ODNI administrative policies, procedures, and authorities.
Expert knowledge of Federal DEIA laws, regulations, polices, and practices as well as a demonstrated understanding of US Government Diversity and Management Directives (MD-110, and MD-715) and best practices; demonstrated ability to research and interpret legislation and guidance affecting DEIA in the ODNI.
Expert program management and analytic skills, including demonstrated ability to conduct program assessments, identify needs and requirements, and develop recommendations for the successful implementation of DEIA programs.
Superior ability to work effectively across the ODNI and/or the IC with cross-IC DEIA teams; build and sustain professional relationships; and exert influence effectively at all levels within and across organizations.
