Description:

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Development position - Full Performance Level is GS-10.

About the Position: The incumbent of this position will serve as the field Team Leader involved with the real time acquisition of engineering, scientific, environmental, topographic, geodetic, oceanographic, and hydrographic survey data.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

NOTE: Specialized experience for the 0817 series is technical work which provided the knowledge and skills needed for work in the type of surveying involved. It must have required the use of the pertinent instruments and techniques of surveying. Examples of qualifying specialized experience include, but are not limited to, work as an engineering technician, soil conservation technician, or construction inspector.

GS-09: Specialized Experience:One year of specialized experience which includes: Conducting surveys to support dredging and other civil works projects; Applying standardized analytical and evaluative methods and techniques to analyze survey data; Utilizing multi-beam sonar systems, single-beam sonar systems, side scan sonar systems, total station systems, global positioning systems, digital level systems, and unmanned aerial and vehicle systems to collect survey data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-10: Specialized Experience: One year of specialized experience which includes: Planning, scheduling and directing various phases of survey to support dredging and other civil works projects; Collecting environmental, topographic, geodetic, oceanographic, and/or hydrographic survey data to enter it into a computer aided mapping, design, and analysis system; Advising on and/or resolving difficult but well-precedented, factual, procedural, and/or recurring issues related to engineering and surveying. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For GS-10 you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
