Description:

As a HR Specialist at the GS-0201-14, you will be part of Office of Workforce Policy and Innovation Office of Personnel Management.

If selected, you will be responsible for: Plan, organize, conduct, and/or coordinate efforts to respond to OPM management or agency requests for timely and authoritative interpretation, solution, and guidance on governmentwide learning and development regulations, policies, and programs.

Requirements:

For the GS14: You must have one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing ALL of the following tasks:
  1. Providing expert technical guidance on federal agency accountability and compliance over training operations.
  2. Drafting authoritative program guidance or advisory opinions to agencies on HR policy issuances concerning federal training.
  3. Conducting audits of agency hiring to ensure compliance with federal HR law, policies and procedures.
  4. Instructing workshops or training related to federal agency learning and development, including technical areas such as merit promotion, merit system violations and hiring programs
    Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS 14 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
