This position is Executive Director for Surface Ship Maintenance, Modernization and Sustainment. SEA 21 is the dedicated life cycle management organization for the Navy's in-service surface ships and is responsible for managing critical modernization, maintenance, training and inactivation programs. SEA 21 provides wholeness by ensuring surface ships are modernized with the latest technologies and remain mission relevant throughout each ship's service life.Requirements:
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration.EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Knowledge and experience with project management and acquisition lifecycle management, sustainment, and maintenance/repairs of complex and integrated systems and ships.
2. Knowledge of resource programing, budgeting, and managing large organizations within the Department of Defense (DoD) planning programming budgeting and execution process.
3. Knowledge of and experience with acquisition and business strategies and how they drive Industry.
4. Experience with fleet customers to establish fiscal and technical requirements for efficient and effective execution of ship maintenance.
5. Experience in maintenance operations that shows knowledge of policy development, mission direction, program execution, and evaluation of business and financial activities.
