Description:
This position is located in the Data Quality Division/Decision Support System (DSS) within the Department of Healthcare Business, an integral part of the Resources Directorate at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. The purpose of this position is to support the organization in its Managerial Cost Accounting initiatives. The incumbent performs analysis and audits of data received from all source systems.Requirements:

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-9 Requirements: Specialized Experience: Must have at least one year of specialized experience equivalent to the GS-7 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Program Analyst. Specialized experience includes but is not limited to: Experience working with Microsoft products such as Excel, Access, and Word. Experience working with electronic databases. Experience producing an interpreting reports. Experience identifying and resolving issues or problems regarding data. Experience auditing and analyzing financial data and reports. OR
Education: Substituting education for the experience required for the GS-9 level which is 2 full years of progressively higher level graduate education leading to Master's Degree or a Master's or equivalent graduate degree OR LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR
Combination Specialized Exerience/Education: Applicants may possess a combination of education and experience to qualify at the GS-9 level. (TRANSCRIPTS REQUIRED)
GS-11 Requirements:
Specialized Experience: Must have at least one year of specialized experience equivalent to the GS-9 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Program Analyst. Specialized experience includes but is not limited to: Experience with VISTA and the Decision Support System (DSS) software. Experience with VA accounting systems. Experience executing and interpreting routine and highly complex reports from databases. OR
Education: Applicants may substitute education for the experience required for the GS-11 level which is 3 full years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as carrying small items like books, papers, reports, etc.
