To Qualify for GS-11: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples:
Knowledge of Bureau of Land Management policies, rules and regulations for consistent administration of Federal fluid minerals. Knowledge of the legal aspects of oil and gas leases, operations and formal agreements in order to effectively administer compliance with agreement terms. Knowledge of automated information management equipment and the ability to utilize BLM approved software applications. or

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

To Qualify for GS-12: In addition to the Individual Occupation Requirements listed in the Education section of this announcement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:
Expert knowledge of federal policies, rules and regulations for consistent administration of Federal fluid minerals. Knowledge of the legal aspects of oil and gas leases, operations and formal agreements in order to effectively administer compliance with agreement terms. Extensive knowledge of and skill in applying the appropriate parts of Federal Regulations in order to effectively determine and apprise industry of the acceptability of their operations of Federal lands. Knowledge of automated information management equipment and the ability to utilize BLM approved software applications. There is no education substitution for experience at the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is primarily sedentary. Occasionally, the employee conducts field work which requires travel over rough roads, hiking or climbing in rough terrain, and carrying field equipment.

Work Environment: Most work is performed in a typical office environment. Occasional field work will require exposure to a range of climatic conditions from subzero to over 100 degrees temperatures, rain and snow; exposure to poisonous gasses, and other similar dangerous conditions.

Above duties are for the GS-11 level. At the higher-grade levels, less assistance, instruction, guidance, oversight, review, and supervision will be provided.
