Description:

The primary purpose of this position is to conduct extensive research and evaluation of information in controversial areas, involving difficult legal questions having an important impact on major public and private interests. Conduct or assist higher levels on innovative program development with supervision and review on policy, resources and planning; develop solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives.

Requirements:

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to maintain good working relations.
2. Ability to plan and execute complex, multi-faceted projects.
3. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
4. Ability to access or locate information through the use of a personal computer or terminal.
5. Ability to meet and deal with customers and clients using a high degree of tact and diplomacy.
6. Ability to research, analyze, interpret and apply statutes, rules, regulations, and procedures.
7. Knowledge of the operations, products, services, needs, and goals of SLD 30, tenant units, contractors, and commercial space launch providers.
8. Ability to communicate effectively orally and in writing.
9. Ability to advise and counsel others of the application of laws, regulations, case law, and other sources of law to specific sets of facts.
10. Ability to research and understand labor law, including but not limited to the Fair Labor Standards Act (FLSA), Occupational Safety and Health Act (OSHA), Family and Medical Leave Act (FMLA), Civil Service reform Act (CSRA), regulations arising thereunder, and applicable case law.
11. Ability to effectively represent the Government in litigation, including but not limited to litigation before the Merit Systems Protection Board (MSPB), arbitrators, and in federal court.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
