Description:

This is a Senior Level (SL) position in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Administrator (OA), Office of Intelligence and Threat Analysis (OITA) in Washington D.C. The incumbent serves as the agency's Executive Director, Joint Cyber Coordination Group (JCCG).

Requirements:

Applicants must provide evidence of knowledge and competence in applying engineering, statistical, and economic analysis techniques to review and analyze various program areas as well as formulate long range technical and management plans; a demonstrated understanding of a broad range of principles, theories, and methodologies of operations research and related fields to provide expert consultation, technical guidance, and analytical capability; an ability to serve as an authority on integrating risk and threat information into cyber and physical analytic products; and, articulate creativity and innovative approaches to interpret, evaluate, and integrate risk information from various sources to influence projects and sector initiatives.

While time in grade requirements do not apply, typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with State or local government, the private sector, or nongovernmental organizations. At this level, you would have had responsibility for planning, directing and evaluating work that included managing and/or supervising other managers 25% of the time. Mandatory Technical Qualifications (TQs): You must address the below mandatory Technical Qualifications in a separate Narrative. Your TQ Narrative (not to exceed 6 pages) must clearly show that you possess the following TQs required for successful performance in this position. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration.

Skill in Intelligence and Operational long-range planning and policy development, resource management, program execution, architecture development, and familiarity with systems integration. Ability to deal effectively on complex homeland security-related issues with senior officials from all branches and levels of government and with other critical infrastructure/key resource owners, operators, and other stakeholders. Experience in directing and supporting national-level critical infrastructure/key resource risk management (including information sharing mechanisms) and preparedness, protection, and recovery programs for the Homeland. Ability to build long-term strategies for future DHS Intelligence Enterprise Requirements across United States Intelligence Community (USIC). Acts as a catalyst for change to influence others in non-traditional approaches to address complex problem sets.
