This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.

Requirements:

You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-11 is one year of experience at the GS-09 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include:

- Experience in monitoring, review and oversight for program compliance, and policy review and development; for housing counseling program or major federal program or campaign; AND
- Conducting, monitoring, and providing oversight of program participants for compliance with requirements and federal regulations relating to housing or housing counseling programs; AND
- Evaluating program initiatives and providing feedback regarding analysis of effectiveness and recommendations for improvements.
OR
Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree; or an LL.M., in a related field.
OR
Combination: A combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentage of education added to the total percentage of experience must equal at least 100 percent to qualify.

Specialized experience for the GS-09 is one year of experience at the GS-07 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include:
- Experience assisting with monitoring, review and oversight for program compliance, for housing counseling program or major federal program or campaign; AND
- Experience assisting with monitoring and providing oversight of program participants for compliance with requirements and federal regulations relating to housing or housing counseling programs; AND
- Experience assisting with the evaluation of program initiatives and providing program improvements.
OR
Education: A Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or a LLB or JD, in a related field.
OR
Combination: A combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. The total percentage of education added to the total percentage of experience must equal at least 100 percent to qualify.


Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11 you must have been at the GS-9 level for 52 weeks.
For the GS-9 you must have been at the GS-7 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
