Description:

This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). The incumbent serves as a lead inspector within the Office of Inspections (ISP) who independently conducts or leads segments of inspections, reviews, evaluations, or compliance follow-up reviews.

Requirements:

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Specialized Experience Requirements

Applicants for the GS-14 grade level must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in oversight of U.S. Government domestic and/or overseas operations (including facilities management, financial management, human resources, and general services) and related statutes, standards, and policies. Experience in planning, organizing, and managing an inspection or audit process. Experience in using a wide range of qualitative and quantitative methods to improve program effectiveness. Experience in drafting and editing reports and briefing senior officials in multiple organizations. Knowledge of CIGIE Quality Standards for Inspection and Evaluation and/or General Accountability Office (GAO) Generally Accepted Government Auditing Standards.

There is no substitute of education for specialized experience for the GS-14 position.
