The Public Works Director/City Engineer will manage the City’s Public Works Department. They will serve as one of the senior counselors and assistants to the City Manager. Sweet Home strives for a highly integrated senior staff, where mutual support, advice, and collaboration cross all departments.

The Public Works Director/City Engineer shall be expected to effectively plan, organize, direct, and coordinate the entire operation of the Public Works Department consisting of the following divisions: water and wastewater utility; storm water; streets maintenance; engineering; and parks and building maintenance.

The ability to creatively resolve complex issues successfully, effectively communicate, and engender positive interaction with Council, staff, and the public is critical to this position. The position may provide businesses, community organizations, and citizens with information, guidance, and support to achieve their goals.

This position is overtime-exempt and is required to be continuously on-call for emergencies. Attendance at City Council and other meetings outside of standard business hours may also be required.

Work is performed under the direction of the City Manager who reviews work on the basis of results obtained. Direct supervision is provided to senior Public Works staff, Engineering Technician(s), and an Administrative Assistant. Indirect supervision is provided to all other Public Works employees.

ESSENTIAL JOB FUNCTIONS

  • Supervise the Public Works Department’s operational activities and personnel. Assign and review work; schedule projects; evaluate job performance; make recommendations on hiring and terminations; administer discipline; address complaints; resolve problems.
  • Manage contract services and service providers in conjunction with City engineering and public works services.
  • Prepare and administer the Public Works department budget, including all capital projects, water and wastewater facility expenditures, and citywide maintenance operations.
  • Develop and execute short-term and long-term goals in conjunction with infrastructure master plans and the Capital Improvement Plan (CIP).
  • Prepare plans, specifications, cost estimates, legal notices, and final assessments for capital projects.
  • Prepare and present departmental reports, budgets, and plans for the City Manager and City Council.
  • Provide professional engineering support to City Council, Planning Commission, other City committees, and staff as required, including: designs of projects; review of public and private development plans and proposals for compliance with codes, standards, and regulations; and creation and maintenance of GIS and CAD maps of projects and infrastructure.
  • Serve as Subject Matter Expert in materials, methods, and techniques used in the construction and maintenance of infrastructure; codes, ordinances, resolutions, and laws affecting the operations of the Public Works Department; and civil engineering principles as applied to municipal development projects, activities, and programs.
  • Ensure compliance with personnel and safety policies.
  • Represent the City of Sweet Home by responding to the public, citizens, employees, and other stakeholders in a prompt, professional, and courteous manner.
  • Perform other duties as assigned.

REQUIRED QUALIFICATIONS

  • Bachelor’s Degree in Engineering or a related field.
  • Minimum three (3) years of experience in engineering and one (1) year of supervisory experience, or any satisfactory combination of experience and training which demonstrates the skill set required to perform the Essential Job Functions.
  • Registration as a Professional Engineer (PE) in Oregon, or ability to acquire one within two (2) years of hire. A one-time $5,000 bonus will be awarded upon achievement of the PE within this timeframe, or awarded upon hire if already licensed.
  • Oregon State Driver’s License or ability to obtain within six (6) months.

DESIRED QUALIFICATIONS

  • Master’s Degree in Engineering or a related field.
  • Two (2) years of budgetary experience, which includes forecasting, preparation, and monitoring of an annual budget.
  • Proficient in GIS and AutoCAD or similar software.
  • Municipal engineering and/or public works experience.
