MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience providing Records Management (RM) engagement planning and coordination for an organization.
2. Demonstrated experience leveraging Program Management principles.
3. Demonstrated experience developing and delivering reports/briefings to audiences of various skill levels.
4. Demonstrated experience interpreting and providing instruction/training on NARA records and information life cycle protocol (stages) or equivalent.
5. Demonstrated experience providing recommendations to leadership which support records and information management business process implementation.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Business Management, Contract Management, Economics, Finance, Law, Political Science, Public Policy, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the provision of program management and oversight, policy and resource management, budget allocation and execution, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in the provision of program management and oversight, policy and resource management, budget allocation and execution, or a related area that demonstrates the ability to successfully perform the duties associated with this work.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated experience understanding customer's mission functions and needs to manage organizational requirements.
2. Demonstrated experience analyzing data and information to identify multi-functional process issues or deficiencies and apply business process improvement tools and methodologies to reach a resolution.
3. Demonstrated experience conducting research to identify operational shortfalls and educating others on information, issues and requirements relevant to mission success.
4. Demonstrated experience on Electronic Records Management (ERM) and Digitization program knowledge, requirements, and implementation I.A.W. the Office of Management and Budget Memorandum (OMB-M-19-21) Transition to Electronic Records.
