Description:
This position is in the Office of Maritime Labor and Training, Office of the Deputy Associate Administrator for Maritime Education and Training, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). This position is established to ensure the development of policy alternatives and programs pertaining to international and U.S. professional maritime education and maritime labor standards.

Experience in the development of and assessment of maritime labor and training standards or education programs, based on domestic and international maritime regulations, including United States Coast Guard (USCG) Merchant Mariner Credentialing regulations and auditing in accordance with established International Safety Management (ISM) Code audit procedures and processes. Experience advising on maritime requirements, international maritime labor and training standards, health and safety practices, and education or training programs. Experience representing an agency or organization in domestic and international forums, developing and implementing policy recommendations, or managing mariner training and credentialing programs.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
