The primary purpose of this position is to serve as a Logistics/Project Manager, responsible for logistics support, budgeting and long range planning for complex range systems for aircrew training and weapon system test and evaluation on the Utah Test & Training Range (UTTR).

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes identifying the specific requirements for money, manpower, material, facilities, and services needed to support a program and correlating those requirements with program plans to assure that the needed support is provided at the right time and place; applying knowledge of program planning, funding, budgeting, management information systems, and activities involved in logistical support; exercising the ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet requirements on time. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics management principles, concepts, policies, project management functions, best practices, and applicable regulations.
2. Knowledge of security, safety, and environmental requirements.
3. Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
4. Skill and ability to analyze, plan, track, and evaluate projects through all phases of the project. This includes initial planning where most facts are unknown and must be developed through project activities.
5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. However, on-site travel to the range may involve more strenuous physical activity such as driving over rough terrain to high-altitude mountain-top communication sites; climbing in or around machinery; and frequent bending, stretching, and reaching.

WORK ENVIRONMENT: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting. Job safelty range safety, and laser safety briefings are given to employees annually, on minor office safety precautions and the potential for rare but more serious range hazards. Occasional travel to the UTTR is expected where exposure to range hazards may include working in the vicintiy of munitions testing, intermittent periods of loud noises, extremely hot and dry summer temperatures, bad weather, and working around heavy machinery.
