Requirements:

1. Basic Contracting Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.
   1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic AT&L Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut- off/closing date of the announcement. Creditable specialized experience includes
      • • Performing in-depth evaluations of contractor proposals using price/cost analysis such as comparison of historical pricing, review of actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
        • Negotiating complex issues related to questioned costs or price information on contractor proposals.
        • Understanding of methods and techniques of fact-finding, analytical skill sufficient for analysis and resolution of complex problems, including knowledge of procurement regulations and policies as it relates to price / cost analysis.
        • Communicating orally and/or in writing with other Government agencies to obtain critical information necessary to evaluate contractor cost proposals.
