The primary purpose of this position is to serve as first level supervisor, providing technical and administrative supervision over subordinates/employees and to serve as the senior HQ AFRC program analyst providing expertise in planning, developing, implementing, and directing the preparation and presentation of the Air Force Reserve Command's Future Years Defense Plan.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes analytical and evaluative methods and techniques for assessing program development and execution and improving organizational effectiveness and efficiency; design, develop, implement, and assessment of reassurance initiative programs in support of assigned and attached components. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.

2. Mastery of the PPBE System, Department of Air Force and AFRC policy, procedures, and schedules for developing Program Objectives Memorandum, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans. Comprehensive experience with the inner workings of HQ USAF's procedures and inner coordination processes. Experience working in a corporately funded organizational environment is highly desirable.

3. Knowledge of Air Force and AFRC corporate structure, missions, and organizational relationships as well as program goals and objectives, logistics policies and procedures, and financial management methods, procedures applicable to the management of resources, and the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

4. Ability to plan, organize, and lead others to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

5. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.

6. Ability to recognize the interrelationships of the various aspects of operating programs and skill in integrating and analyzing such information to gain cooperation from others through tact, courtesy, and diplomacy.

7. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
