Requirements:

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346.


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of logistical and resource requirement to support the MRA program in order to evaluate, coordinate, and secure equipment, resources and supplies for training and operational airlift missions. Comprehensive knowledge of Department of Defense, Air Mobility Command, and Combatant Command transportation requirements (Title 10 and Title 32 USC), policies, regulations, and precedents applicable to the National Transportation System and the readiness and mobilization of reserve component forces in order to maintain, interpret, and publish Major Command (MAJCOM) regulations on the Mission Readiness Airlift (MRA) program. Knowledge of computing software, such as Microsoft Excel, Microsoft Access, Business intelligence (BI) programs, RStudio, and Tableau, to produce queries and develop presentations and/or trend analyses.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Air Force, National Guard Bureau, Army National Guard (ARNG) and Air National Guard(ANG) organizations, programs, functions, missions, and command relationships between Department of Defense (DoD), Air Force (AF), and the Army and Air National Guard under Titles 5, 10, and 32 of the United States Code. Detailed knowledge and understanding of DoD Air Transportation regulations as well as methods for developing budget forecasts, cost projections, financial exhibits, and unfunded requirements justifications. Expert knowledge of DoD, United States Air Force (USAF), ANG and organizational policies, goals, objectives, and directives as applicable to several diversified and complex directives associated with the Air National Guard Mission Readiness Airlift (MRA) program. Detailed knowledge in Mission Design Series (MDS) aircraft and Maintenance Recovery Team activities. Detailed knowledge of the ANG Flying Hour Program and ANG Mobility Air Forces, as relates to mission readiness. Knowledge and skill for MRA activities associated with the State Partnership for Peace Program, and the Foreign Military Sales (FMS) program, executed by the DoD, under the auspices of the U.S. Department of State. Detailed knowledge of the DoD AIR Card program and the skill to communicate with Wing Commanders to provide guidance and ensure adherence. Knowledge and skill to provide advisory, planning and review services and make recommendations based on analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning completeness, readiness to begin/end, efficiency, and effectiveness of ANG execution of all National Guard Bureau (NGB) assigned airlift missions to align unit training and transportation requirements to readiness of Army and Air National Guard units. Knowledge of the Mission Readiness Airlift Database (MRAD), Global Decision Support System (GDSS), Airlift Integrated Interface (A2I), Single Mobility System (SMS), Fiscal Law, NGB Checkbook, Microsoft Excel, Tableau, and Business Intelligence programs to produce queries and develop presentations and/or trends analysis for stakeholders and senior leaders across the DoD. Skill of scheduling and resource management to validate airlift requirements and effectively and efficiently match the available airlift with the requester to maximize readiness while minimizing costs. Also requires skilled diplomacy and tact to build and maintain effective working relationships within and outside the organization including all the service components of the US Air Force, our foreign partner nations, and to communicate effectively both orally and in writing while describing complex and layered regulations which define the proper uses of Military Airlift while maintaining good working relations with all stakeholders and maintaining focus on readiness for the National Guard. Ability to plan, organize, and direct the functions of a small staff, to negotiate, accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues effectively with other Directorates and senior management; and maintain good working relationships. Ability to prepare briefings and correspondence suitable for general officer consumption. Ability to brief general officers up to the 4-star level, Congressional, or Adjutant General Delegations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
