THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF), Position Description Number PDT5668000 and is part of the WY Joint Forces Headquarters ARNG, Wyoming National Guard.

This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".

Requirements:

Referrals of qualified applicants will be issued in the following order:

Area 1: Permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within Joint Forces Headquarters.
Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard.
Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: Currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions.

Note: This is a Professional position within the professional series IAW 5 USC §3319. This is a Position of Significant Trust and Authority (POSTA), and selected personnel must complete an FBI fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State Criminal History Repository (SCHR) records check. Personnel may not have a disqualifying condition as listed in DoDI 6495.03, " Defense Sexual Assault Advocate Certification Program (D-SAACP)" paragraphs 3.2.a.(1) through 3.2.a.(7) prior to submitting DD Form 2950, " D-SAACP Application for New Applicants" or DD Form 2950-1, " D-SAACP Application Packet for Renewal Applicants".

SAPR PERSONNEL RESTRICTIONS:
Per CNGBI 1300.01, " National Guard (NG) Sexual Assault Prevention and Response Program", NG members who are currently serving in the following positions are prohibited from serving as SARCs, Victim Advocates Coordinators, or SAPR Victim Advocates due to professional conflicts of interest. Exceptions will be considered case-by-case by NGB-J1-SAPR Office. Exceptions will be coordinated through HRO for signature by The Adjutant General.

Chaplains and chaplain assistants
Law enforcement and investigative personnel
Judge advocates and paralegals
Commanders and senior enlisted leaders, including first sergeants, command sergeant major, and command chief master sergeants
Medical and mental healthcare providers, including emergency medical technicians who provide direct patient care
Equal opportunity advisors and representatives and equal employment managers
The Inspector General and supporting staff

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

SPECIALIZED EXPERIENCE:
Must possess at least 1 year equivalent to at least the next lower grade (GS-11) with the particular knowledge, skills, and abilities to successfully perform the duties of the position in the public or private sector advising and providing counsel to employees regarding policies, procedures, and directives of management; serving as a SARC to comply with DoD and/or NGB requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutant General (TAG) or agency heads; has experience providing services to a BDE-level (or equivalent) Sexual Assault Response Coordinator (SARCs); experience reviewing expenditure plans, programs, guidelines, and validating budget utilization to address WY ARNG Sexual Assault Prevention and Response programs.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):
Comprehensive knowledge of a wide range of sexual assault principles, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault and make technical recommendations for decisions in sexual assault cases.

Comprehensive knowledge of a wide range of sexual assault prevention and response, executive orders, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault, and to make technical recommendations for decisions in resources and response for sexual assault cases.

Collaborates with SAPR Officer, subsidiary BDE SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

TIME-IN-GRADE: Current non-temporary Federal employees who held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. To qualify for a GS-12 position you must have served at least 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If you are a current non-temporary GS employee applying for a higher grade than the grade you currently hold, provide an SF-50 that shows the required lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the required lower grade was held for at least one year (e.g. General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion.
