The primary purpose of this position is to serve as the most senior AFLCMC technical advisor and national/international authority in flight propulsion with responsibility for providing advice and guidance to the highest Air Force and government officials. Serves as a catalyst for creative thinking on new technologies for highly dynamic aerospace engineering development.

Requirements:

QUALIFICATIONS: SL candidates must possess specialized experience that demonstrates the knowledge, skills, and abilities necessary for successful job performance. Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Expert knowledge of flight propulsion and its application in the development and sustainment of major aeronautical weapon systems.

2. Demonstrated ability to lead authoritative scientific reviews and major engineering studies on flight propulsion, aircraft engines, and hypersonics, as well as a demonstrated understanding of industrial base issues.

3. Demonstrated ability to evaluate technical approaches and engineering efforts to overcome critical development, acquisition, and sustainment issues.

This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary), or if the employee is "grandfathered" under Title 10 of United States Code (U.S.C.) 1736(c)(1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737):

a. Ten (10) years acquisition experience in an AWF position, at least 4 years of which was performed while assigned to a CAP.

b. Selectee must meet Engineering Technical Management (ETM) Practitioner certification or must be able to meet Practitioner certification within 60 months of assignment.

c. Selectee must have four (4) years relevant ETM experience with evidence of demonstrated proficiency in ETM competencies.

d. Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.

e. Selectee must meet the other applicable statutory DoD/DAWIA special position qualifications.

f. Selectee must meet 80 hours of continuous learning requirements within the designated timeframe (with a goal of engaging in 40 hours annually).

Level III in Engineering or obtained within 24 months.
