The ideal candidate for this position will conduct Threat and Hazard Identification and Risk Assessment (THIRA) for FEMA Region 2 and provide technical THIRA assistance at state and local levels. S/he will coordinate assessments to ensure the participation of the whole community to share information. This position starts at a salary of $121,485.00 (GS-13). Requirements:

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

The incumbent provides senior leadership with program evaluation results that are used in the resource management process for greater program effectiveness.

To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:

Analyzing qualitative data Writing technical materials, regulations, or reports Applying advanced Excel knowledge and experience developing pivot tables and macro; ArcGIS and SharePoint development experience is preferred. Quality Ranking Factor: In addition to the minimum qualifications described above, candidates possessing the following education and experience may be ranked higher for this position: 4-year degree in political science, disaster management, international relations, or other related field AND 5+ years of progressive experience in strategic program management related to community organizing and/or disaster risk reduction; OR Masters degree in political science, disaster management, international relations, or other related field AND 3+ years of progressive experience in strategic program management related to community organizing and/or disaster risk reduction.
