Serves as a Business Management Specialist at a Defense Commissary Agency HQ facility. The primary purpose of this position is to serve as a program manager providing technical guidance to the HQ DeCA staff and individual stores on or all phases of commissary operations as it relates to a variety of special initiatives encompassing various functional specialties, such as the swell allowance program, in-store advertising programs, scholarship program and in-store merchandising sales enhancers.Requirements:
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to the next lower grade. Experience can be under other Federal service pay systems, private sector, or military.- To qualify for the GS-12 your resume must clearly show that you have one year of specialized experience equivalent to the GS-11.
- To qualify for the GS-13 your resume must clearly show that you have one year of specialized experience equivalent to the GS-12. Examples of qualifying specialized experience for the GS-12 include:
- Knowledge of goals and objectives, sequence and timing of key events, milestones and overall methods to evaluate program accomplishments.
- Knowledge of and skill in applying management principles and methods in order to plan and carry out difficult and complex assignments and develop new methods, approaches and procedures.
Examples of qualifying specialized experience for the GS-13 include: Expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Comprehensive knowledge of assigned agency programs, policies, projects, measurement metrics, business strategies, and the relationship among various individuals, programs and office to plan project activities or establish and maintain personal contacts. Ability to analyze and evaluate worldwide commissary management practices, initiatives, program and policy requirements. Understands contracting and procurement sufficient enough to perform work as the Contracting Officer Representative on projects related to In-Store Advertising.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date: Physical requirements: Work is usually sedentary. Position calls for a person in good health with the ability to work under pressure. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-13: You must have 52 weeks of Federal service at or equivalent to GS-12. Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
