Supervisory Criminal Investigator (Chief of Police)

Description:

This position is located with the Bureau of Indian Affairs, District 3-Eastern Nevada Agency in Owyhee, Nevada. The incumbent will perform a variety of administrative and supervisory functions and will assist the Special Agent in Charge with the overall planning, coordinating, implementing and directing of a law enforcement program in Indian Country.
Relocation or Permanent Change of Station (PCS) may be authorized in accordance with agency policy.

EXPERIENCE AND EDUCATION REQUIREMENTS:

GS-13:
One year of specialized experience at or equivalent to the GS-12 grade level assisting with the management of a law enforcement program consisting of criminal investigators and uniformed police officers engaged in the investigation of criminal cases; collaborating with Federal, State and local law enforcement agencies on cross-jurisdictional issues related to criminal activity; and assisting in the development of annual, or multi-year work plans and schedules for the effective operation of law enforcement programs.

FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence.

NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
