THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for an Investigations and Inquiries Specialist, Position Description Number T5231P01 and is part of the Inspector General Office of the Vermont Army National Guard.

The purpose of this position is to provide a variety of specialized technical and investigative work associated with Complaints, Review, and Oversight functions within a state level IG office.

Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard working at the location specified in job announcement.
Area II: All current Federal Employees from any agency.
Area III: All current and former members of the VTNG.
Area IV: Area IV: United States citizens.

SPECIALIZED EXPERIENCE GS-11 : Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-09, in the Federal service in the normal line of progression for the occupation, Investigations and Inquires Specialist. Examples of specialized experience would typically include, but are not limited to: Skill in applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; analytical and evaluation methods; administrative and legal procedures; requirements of various legal jurisdictions; a broad range of advanced investigative techniques, research methodologies, and statistical and financial analyses; and business practices common to regulated entities and parties sufficient to perform duties such as to conduct inspections and investigations where significant difficulties are encountered. Experience applying analytical methods and techniques to the I.G. program in order to provide correct and accurate information to employers and managers alike. This position requires comprehensive knowledge of the laws, regulations, Executive Orders, court decisions, and issues related to the IG complaints process, Fraud, Waste, and Abuse disclosures, the Freedom of Information Act, and Privacy Act. Knowledge to a variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries.

EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of a GS-1801-11, Investigations and Inquires Specialist. (Note: You must attach a copy of your transcripts.)

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CONTINUATION OF CONDITIONS OF EMPLOYMENT:

Employee will be required to attend and successfully complete the Headquarters, Department of the Army Inspector General Course and the Secretary of the Air Force Inspector General Inspector General Training Course for Investigations and successfully complete the Department of the Army Inspector General Refresher training as required by The Inspector General of the Army, and the Air Force Worldwide Training Conferences as required for refresher training. Employee will be required to obtain and maintain a SECRET clearance. A minimum of an interim secret security clearance is required before an individual can perform any IG functions or have access to IG records. Inspector general positions are designated as noncritical sensitive. Positions requiring a higher clearance level must be designated as such in accordance with DOD 5200.2-R and validated by the Office of Personnel Management's Position Designation Tool. Applicants referred for consideration will be subject to a database check against the Army Inspector General Action Request (IGARS) and the Air Force Complaints Resolution (ACTS) databases to screen for adverse information, substantiated allegations, and ongoing IG investigations. A social security number (SSN) is required to conduct the background investigation; applicants must supply their SSN when asked by the hiring authority. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
