In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes participating in staff visits to serviced activities, inspections, and surveys regarding compliance with EEO complaints, affirmative action, and special emphasis program requirements. Assists in conducting specialized briefing, orientation and training for managers, supervisors, and employees on EEO program. Processes formal and informal EEO complaints, charges of reprisal and other EEO related matters.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11 Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes contributing to the development, modification, and implementation of EEO Affirmative Action Program Plans (AAPP), special emphasis programs and supporting directives. Participates in the formulation of specifications for the collection, organization, and retrieval of EEO data from personnel management and EEO automated data processing (ADP) systems. Processes formal and informal EEO complaints, charges of reprisal and other EEO related matters.

GS-12 Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes administers the affirmative employment program by using established policies and guidelines, such as the EEOC MD-715; providing consultation to managers, the public, and private/government agencies on Equal Employment Opportunity and Affirmative Employment legislation, policies, and guidelines administering an informal complaints process by resolving EEO disputes through counseling and in accordance with EEOC MD-110; utilizing the Alternative Dispute Resolution (ADR), and other mediation techniques to assist with employee grievances.
