his position is located in Office of the Chief Human Capital Officer, Benefits and Worklife Programs Branch. The supervisor is Karen Cobbs. This position is Non Bargaining Unit. This position is not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.

Requirements:

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

Demonstrated ability to analyze complex issues and problems, and to develop and implement creative solutions.

Extensive knowledge of modern human resources management policies, practices, techniques, procedures and theories; operational HR rules and regulations; Federal laws, Executive Orders, Comptroller General decisions and OPM regulations applicable to human resources administration.

Ability to communicate (both orally and in writing) complex and technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership). Examples may include: writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, informal or formal presentations to audiences of different sizes and levels.

Skill in utilizing human resources information systems and software applications (e.g., automated retirement system Government Retirement and Benefits Platform (GRB), Electronic Official Personnel Folder (eOPF), automated on-boarding systems (WTTS/EODS), personnel action processing systems (DOI, FPPS, NFC), electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems), etc.).

SPECIALIZED EXPERIENCE is defined as: 1)Experience researching, interpreting, and applying HR laws, regulations, Executive Orders, policies, practices, and techniques pertaining to the Benefits Program. 2)Experience presenting options to employees regarding military benefits, veterans’ preference, and prior Government service; and representing the agency on matters in both the public and private sector on benefits programs, including making presentations in a clear, concise, and logical manner at retirement and benefits seminars. 3)Experience advising employees on all specific benefits issues and management on benefit program developments that may impact agency cost, employee well-being, and NRC work force to include Paid Parental Leave Program, and Voluntary Leave Transfer Program.
