Construction Control Representative

Description:

The incumbent serves as a vital member of the Manhattan VAMC Facilities Management Engineering Project Section and has support responsibility for the NRM, Station-level, and Minor construction programs. The incumbent also accomplishes various technical and construction management functions relating to construction planning, space management, record documentation for construction and facility management, energy management, and operation of building utility systems.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a comprehensive, intensive, and practical knowledge of, and extensive experience and skill in applying a wide range of concepts, practices, regulations, policies, and precedents; -analytical and diagnostic techniques; -qualitative and quantitative techniques; techniques for developing new or modified work methods, approaches, or procedures; and -related emerging practices and methods, sufficient to provide comprehensive management advisory and technical services on substantive functions and practices; -develop innovative methods, approaches, or procedures; identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues; and -formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Knowledge of construction industry safety standards and their application in order to determine the adequacy and validity of contractor data and compliance with safety requirements. Knowledge of common contractual requirements, terms, conditions, plans, and specifications including statements of work, performance standards, contractor surveillance methods, administration, surveillance, and evaluation functions. Knowledge and skill in preparing and maintaining designs using AutoCAD or other specialized software. Skill in gathering, analyzing, and maintaining statistical data and reports that monitor contract compliance. Ability to communicate orally and in writing to convey information and to prepare briefing papers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites.

The incumbent is required to work both inside on hard concrete surfaces and outdoors on uneven surfaces in all types of weather conditions. Work involves regular and recurring exposure to moderate risks and discomforts, such as dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
