This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Civilian Personnel to recruit and appoint qualified candidates to positions in the competitive service.About the Position: Serves as primary technical lead to the Great Lakes Navigation Team, responsible for the overall coordination of assigned program. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the program and intermediate products.

Specialized Experience GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes Possessing professional knowledge and skills in the basic principles of economy, biology, forestry, engineering and/or physical science; Applying analytical, mathematical, statistical principles and theories sufficient to perform a full range of specialized duties; Supporting execution of significant projects representing an important segment of the agency's operating programs; Utilizing analytical skills in gathering, analyzing, and summarizing data to communicate key concepts or conditions; and Effectively communicating with team members and stakeholders through both oral and written communication. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as a Project Scheduler.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes Possessing broad professional knowledge and skills in the basic principles of economy, biology, forestry, engineering and/or physical science; Applying complex analytical, mathematical, statistical principles and theories sufficient to perform a full range of specialized duties; Executing significant projects representing an important segment of the agency's operating programs; Utilizing analytical skills in gathering, analyzing, and summarizing data to communicate key concepts or conditions; and Effectively describing, explaining, influencing and persuading diverse audiences concerning the purpose and function of O&M projects, navigation issues, problems, and solutions through both oral and written communication. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
