The primary purpose of this position will be to plan, develop, implement and consult on a variety of programs and venues to accomplish results oriented outcomes and promote the values and goals of the department. This position provides expertise and guidance to ILEAD clients related to training approaches to enhance quality of care for veterans or improve business practices throughout VHA.

Time-In-Grade Requirement: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-grade requirements also apply to former federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

In order to meet the basic requirement of the Healthcare Education Specialist, 1701 series, you must either:

1. Possess a bachelor's degree or higher that included a major study in Education, Health Care Administration or a Clinical related field.

-OR-

2. Possess a degree that includes courses equivalent to a major in Education, Health Care Administration or a Clinical related field, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition to meeting the basic education requirement above, you must have specialized experience or directly related education as described below.

To qualify at the GS-7:
Specialized Experience: One year of specialized experience equivalent to to the GS-5 grade level that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Health Care Education Specialist. Examples of specialized experience are: knowledge of processes related to the planning, scheduling, or conducting of projects for an education or training program; experience assisting in the preparation of instructional materials related to class/training lessons by typing, duplicating, arranging, or displaying materials according instructions; experience responding to routine queries and providing information on organizational procedures, instructions, and regulations to other staff; knowledge of the principles of education and adult learning and consultative process; knowledge of a variety of project management tools and processes to track and manage multiple projects; and experience using computer word processing programs to create correspondence, reports, papers, presentations, or other documents., -OR- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or achieved superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. TRANSCRIPTS REQUIRED Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Honor Society Membership - Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies., -OR- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education to qualify for GS-7. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. To qualify at the GS-9: Specialized Experience: One year of specialized experience equivalent to the GS-7 level that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Health Care Education Specialist. Examples of specialized experience are: Experience planning, scheduling, or conducting projects for an education or training program; experience preparing instructional materials related to class/training lessons; knowledge of the principles of education and adult learning and consultative process; experience using a variety of project management tools and processes to track and manage multiple projects; experience conducting studies and providing analysis of policy and standards documents; planned and implemented education and training projects of moderate size and complexity; and experience providing detailed explanations and advice to customers., -OR- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two full years of progressively higher-level graduate education leading to a master's degree or an equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. This education must have been obtained in an accredited college or university. TRANSCRIPTS REQUIRED, -OR- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education to qualify for GS-9. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary although some walking or bending may be involved in conducting fact-finding assignments and studies.
