Requirements:

To qualify for a Quality Assurance Specialist (Chemicals) your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes:

• Possesses expert knowledge of petroleum and chemical military/federal/industry specifications and test methods in order to advise, negotiate, and justify requirements to contracting officers.
• Possesses expert knowledge of petroleum in order to provide quality representative technical assistance in the event of disputes and product disposition for non-conforming product.
• Displays expertise with integrating quality into the strategic level business aspects of contracting, supply, transportation, and facility functions.
• Leverages experience that demonstrates a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
• Examples include:
  1. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  2. Identifying inadequacies and requesting corrective action.
     Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
     
     Physical Demands:
     This position is mostly sedentary. However, periodic TDY and international travel for the purpose of Quality Systems Management Assistance Visits of quality residencies, petroleum facilities and tanker/barge locations is required. On these occasions the incumbent may be required to climb ladders on storage tanks up to 70 feet high and traverse catwalks, tankers, rail cars, trucks, and trailers.
     
     Work Environment:
     The majority of the work is performed in an office setting, but on TDY trips frequent exposure to low levels of hazardous materials and toxic fumes as well as inclement weather conditions is expected. The incumbent is expected to observe normal safety precautions.
