Requirements:

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1) Demonstrated ability to provide direction and guidance to others, including initiative, attention to detail, and ability to work independently with minimal supervision and be responsible for all aspects of the NRC’s export and import licensing program that includes, but may not be limited to: policies and procedures; non-proliferation initiatives and proposed export-related authorizations, including interagency roles in the export regime; negotiation of 123 Agreements: issuance of import/export enforcement actions, and updating and revising NRC export-import licensing regulations.

EXAMPLE: Describe your experience in providing leadership of an export and import licensing program that includes, but may not be limited to policies and procedures; non-proliferation initiatives and proposed export-related authorizations, including interagency roles in the export regime; issuance of import/export enforcement actions, and updating and revising export-import licensing regulations. Include specific experience, training or developmental assignments which demonstrates both your ability to review and comment on the work of others based on current regulations and procedures and the needs of the organization and to provide guidance to a group. Describe specific assignments which have required you to work within a group/team environment and as a group or team leader. Describe your experience and accomplishments organizing, coordinating, and managing import, export, policy and non-proliferation projects. Additionally, describe your leadership experience with programs and individuals performing activities related to Agreements of Cooperation (123 Agreements).

2) Demonstrated ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, with colleagues, NRC management in headquarters , the Commission, members of the public, export/import licensees, representatives of Congress, Federal Agencies, and representatives of international organizations Consistently writes clear, error-free, organized and complex documents and/or correspondence. Consistently provides convincing oral discussions and presentations.

EXAMPLE: Describe specific training, education, and experience that demonstrates your ability to present information, ideas, and recommendations in a clear, concise, and logical manner, both orally and in writing, for a variety of audiences. Describe the types of material you have written and their purposes. Discuss with whom you verbally communicated and for what purposes. Provide examples of experience which demonstrate your ability to lead discussions of a complex nature to diverse groups who often have varying levels of familiarity with the subject. Be specific as to the audience, indicating the level of management or other agency offices or units, local/state officials, industry representatives, international organizations, Federal agency officials and members of the public.


3)Demonstrated experience, education and/or training which demonstrates your knowledge of the U.S. Government (USG) and NRC’s goals and objectives in formulating, reviewing, and assessing policies and policy inputs to other U.S. Government agencies on nuclear export/import controls, non-proliferation policy matters, and nuclear export-related policies and activities.

EXAMPLE: Describe your experience and knowledge of policies related to nuclear export/import controls, non-proliferation policy, and nuclear export-related policies. Describe your activities in coordinating export-related policy issues with appropriate NRC offices, including the Office of International Programs (OIP), U.S. Department of State, U.S. Department of Energy and other USG agencies, and foreign regulatory bodies, as appropriate. Describe specific experience in evaluating policy issues and preparing international policy advice, recommendations, and comments on matters related to nuclear export/import controls, non-proliferation policy, and nuclear export-related policies.

4) Demonstrated ability to direct, lead, and manage staff in support of nuclear export/import controls, non-proliferation policy matters, and nuclear export-related policies and activities.

EXAMPLE: Describe specific training, education, and experience that demonstrate your ability to manage a diverse workforce in support of nuclear export/import controls, non-proliferation policy matters, and nuclear export-related policies and activities.; create and foster a positive team environment; identify personnel needs; select, motivate, and develop personnel; apply equal employment opportunity (EEO) principles and practices; balance work among employees; establish standards and evaluate performance; ensure adequacy of internal controls; identify labor market conditions affecting availability of resources; recognize potential; and delegate authority

5) Demonstrated ability to establish effective working relationships with counterparts across the USG and internationally to exchange information on technical, regulatory, or policy-related subjects. Ability to negotiate to influence and achieve balanced decisions related to technical, regulatory or policy matters while effectively representing agency equities.

EXAMPLE: Describe specific experience, training, and accomplishments which demonstrate your ability to deal effectively with a variety of persons (e.g., government officials and international counterparts), using tact and diplomacy; use informal and formal networks to build support; consolidate complex and diverse technical and policy into concise, balanced, and well-founded options; negotiate international agreements; and foster a motivated team atmosphere. Provide specific examples of the successful use of your ability to establish effective working relationships. Discuss your ability to establish effective working relationships with persons inside and outside your immediate organization. Discuss experience you have with organizing, coordinating, and planning meetings.

SPECIALIZED EXPERIENCE includes experience that demonstrates ability to provide direction and guidance of international support programs, such as international program management; agency-wide international program cost accountability code management; office-level budget execution; coordination and planning of the agency's nuclear safety attaché position, budget and resources; and coordination and planning of foreign assignees.
