Title 32 CAT 1- All on board Federal Employees/Technicians within the ALARNG (T32 and T5, Permanent and Excepted Indefinite)
1. Program direction/personnel management: Technically supervises UAS Training Instruction and support personnel engaged in carrying out the assigned mission in accordance with Aviation Regulations and Training. Delegates authority to subordinates approving or rejecting proposed operating plans and approaches. Makes decisions on work problems presented by subordinates or team leaders. Evaluates subordinates and serves as the reviewing official on evaluations of non-supervisory employees. Makes/approves selections for subordinate non-supervisory positions. Hears and resolves group grievances or serious employee complaints; reviews and approves serious disciplinary actions involving non-supervisory subordinates. Makes decisions on non-routine, costly, or controversial training needs and training requests related to the UASOF and the demands of unit readiness.
2. Program Planning: Coordinates matters concerning the operations, training and use of ARNG aircraft, including Safety, Aircraft Maintenance, Flight Operations, Standardization, FHP, and AFTP portions of the ATP with the unit commanders. Continually reviews and evaluates the total training program for attainment of objectives. Analyzes the overall training responsibility and objectives for the purpose of establishing, managing, and maintaining effective plans and organization for the execution of UAS programs. Devises an effective, economical organizational structure, manpower requirements, and functional breakdown, and assures effective workload distribution and full. utilization of personnel skills and abilities in consonance with program objectives. Evaluates balance among various programs while analyzing and resolving problems. Identifies and eliminates marginal activities and makes other manpower changes as dictated by technical advancements in training, slippages, or changes in higher authority goals and/or priorities.
3. UASOF Supervisor Responsibilities: Coordinating support for training requirements with commanders of aviation units and elements with aircraft assigned to the UASOF or Aviation Facility. Supporting ACMs so they may attain and maintain readiness, proficiency and currency IAW TC 3-04.11, applicable NG Supplements, and the appropriate Aircrew Training Manual (ATM). Supervising individual crewmember training and ensure effectiveness of all training through the standardization program. Integrate individual crewmember training with aviation support missions. Advising and assisting commanders concerning the use of Army aircraft and their responsibilities for aviation personnel, equipment, standardization, safety, training and accident prevention programs. Oversight of Unit/Facility Crew Endurance programs and policy and ensure this readiness and risk management factor is available to the Operations Officer, FMAA, MBO, and AC or IO/SO as required. Allocating and scheduling aviation assets so that each crewmember may meet minimum flight requirements in support of the Unit ATP. Ensuring AFTP performance certificates/logs/documentation is/are completed when performing duty in a pay or non-pay status.
4. Exercises supervisory personnel management responsibilities: Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Reviews selection of candidates for subordinate non-supervisory positions and selects subordinate supervisors taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Manages performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions. Receives, interprets, extracts, and disseminates relevant data for mission planning or execution. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.
For Supervisory Positions, add the following Specialized Experience:
