Description:

This position is in the Federal Highway Administration, Office of the Associate Administrator for Administration, Office of Information Technology and Data Services. The Division Chief for IT Business Operations will be responsible for planning, developing, leading, and directing nationwide IT programs for Federal Highway Administration (FHWA). The incumbent represents FHWA on interactions with the Department, regulatory agencies, and State agencies on IT matters.

Requirements:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

Experience providing direction to subordinate managers, supervisors and/or professional staff in the development, acquisition, management and/or oversight of Information Technology or Information Management programs. Experience providing oversight and direction for multimillion dollar, multi-year IT support service contracts. Experience participating in the development and/or approval requirements and policies for Information Technology solutions in an organization.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1) Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

2) Program Management - Knowledge of the principles, methods, and tools for the coordinated management of a program to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).

3) Leadership and Communication - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
