This position is located in the Small Business Administration, Office of Human Resource Solutions - OHRS in Washington, DC. The Human Resources Specialist (Labor Relations) will serve as a technical and expert advisor in the development, implementation, and evaluations of the Small Business Administration's (SBA's) labor relations program.

Requirements:

F or the GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the federal service, obtained in either the private or public sector in labor relations performing the following tasks: Analyzing, interpreting, and applying complex legislative and regulatory policy to develop comprehensive plans of action and policies and procedures in support of management positions; and Providing expert advice to customers at all levels on routine and complex labor relation matters; and Participating in third party proceedings, litigation, and hearings; and Engaging in negotiations to include participation in cases before the Federal Service Impasses Panel (FSIP). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
