Description:

The employee serves as a Program Analyst (Planning and Analysis) in the Resource Management Office within the Office of the Chief Information Officer (OCIO). This position is responsible for providing strategic and expert guidance, leading the development of workforce strategies and providing support for all human capital management efforts department-wide as it relates to professionals supporting IT functions of the agency.

Requirements:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

Experience establishing an IT workforce planning program with business processes to analyze data, identify skill gaps for the development of IT workforce, and developing succession plans to determine the workforce needs of an Agency. Experience developing strategies to identify and implement workforce planning assessments; recruitment and retention programs and integrating learning initiatives within an agency. Experience developing and/or reviewing program management plans and recommendations, to include, but not limited to budget, resources, schedule, risks and program goals for a multi-faceted training program supporting a hybrid IT workforce.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Administration and Management – Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Workforce Planning – Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals. Stakeholder Management – Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
