The primary purpose of this position is to serve as a budget analyst in the organizational budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include performing a variety of budget functions involving formulation, execution and/or analysis of budgets for programs and/or support activities; compiling, consolidating, interpreting, and summarizing program/project budgetary data for preparation of supportive documentation and budget estimates; providing support and guidance on analysis to other budget personnel and functional contacts in serviced organizations; and reviewing budgetary actions submitted to ensure compliance with budgetary policies and guidelines in a timely manner.? ?????? FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of budgeting for the following specific and general funds: AETC O&M, AETC TTS, APDP, CLAW, O&M transfers from client organizations, reimbursements, annual and no-year money in support of the school's education programs.
2. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
3. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to the school's programs/organizations.
4. Knowledge of sources of factual information about and relation to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
5. Knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization.
6. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and cost among customers) to analyze and evaluate the effects of changes in program plans and funding.
7. Skill in formulating, justifying, and/or executing assigned budgets/programs.
8. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
9. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
