This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Office (OCPO), Management Directorate. OCPO strives to obtain the best value products and services for DHS customers and provide innovative and continuous improvement of the processes for managing and implementing acquisitions enabling mission sucess, ensuring conformance with the law and preserving the public's trust.

BASIC QUALIFICATIONS: Applicants must meet the requirements for the GS-1102 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-1102 Website and demonstrate that you possess the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (P/TQs) listed below.

Federal Acquisition Certification in Contracting (FAC-C) or equivalent certification is required. Documentation must be attached to the application package. Applicants seeking to meet the training requirements are required to provide a current FAC-C (Professional) certification, DoD Contracting Professional certification, or request a waiver.

You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; Guidance on Business Related Coursework for the GS-1102 Contracting Series.

OR

Occupied a GS-1102-14 position since at least January 1, 2000.

In addition: You must have completed all mandatory training prescribed by the head of the agency for progression to the GS-13 or higher-level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position. If selected, and if you are not currently employed by DHS in the 1102 series at the GS-14 level or above, you will be provided a reasonable timeframe to complete the mandatory training.

Additional Qualifications - As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and Exercising important policymaking, policy determining, or other executive functions. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building.

ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management.

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (P/TQS)

IN ADDITON, YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING P/TQS: Your responses to the P/TQs should be embedded/addressed within your resume not to exceed five pages.

PTQ 1. Demonstrated senior-level leadership and technical expertise in the management of programs that serve a multi-faceted acquisition workforce and/or training or certification programs. Expertise in leading, developing, and/or implementing programs that promote learning or professional development in a variety of acquisition disciplines.

PTQ 2. Demonstrated broad knowledge and senior leadership experience in applying current federal acquisition statutes, regulations, policies, and best practices within a multi-faceted acquisition or procurement organization within a major federal agency.

PTQ 3. Demonstrated skill in balancing complex and diverse information technology program demands with available resources in response to major advances or changing needs of an acquisition workforce. Experience in successfully executing technology vision and strategy through partnerships with major stakeholders and procurement leaders.

NOTE: Your demonstrated leadership ability and the evidence of the ECQs and P/TQs must be clearly shown in your resume. A separate narrative statement will not be accepted.
