Description:

The General Services Administration (GSA) is interested in attracting the best policy leaders for our diverse cadre of Senior Executive Service (SES) members . We are hiring for a new Federal Director who will join GSA's senior executive team and bring a passion for improving government-wide programs.

Requirements:

The Executive Core Qualifications (ECQs) are required for entry to the Senior Executive Service. You must show in your resume that you possess the five ECQs. Additional information on the Executive Core Qualifications is available at SES ECQs.

In addition to your resume, you must also submit a supplemental narrative statement that separately addresses the Mandatory Technical Competencies (MTCs) listed below. Your application will not be considered if you fail to submit this supplemental narrative. Evidence of your MTCs can also reflect in your resume.

MANDATORY TECHNICAL COMPETENCY (MTC):

MTC 1: Expert knowledge and experience with federal policy regarding facilities, buildings and their effect on the environment, as well as thorough knowledge of the legislative and regulatory process, capital budgeting and both public and private financing of real property.

MTC 2: Thorough knowledge of high-performance green building practices and performance with expert knowledge in at least one area within the broad field of building sustainability (i.e. energy or water conservation, greenhouse gas measurement and accounting, operation and maintenance management, building control strategies and technologies, renewable energy generation and storage) and expert knowledge of building performance metrics, measurement techniques, rating methods and testing processes.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically. Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
