This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. To qualify for the GS-0301-13 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector using knowledge of disaster response crisis action procedures to perform the following:1) Formulating positions, advice, and concepts on humanitarian assistance, disaster preparedness, and best practices for cooperation in responses to humanitarian emergencies.
2) Using analytical/investigative techniques and qualitative/quantitative methods to conduct comprehensive studies and make recommendations on collateral programs and policies.
3) Performing outreach and collaborative research efforts with a diverse array of academic institutions, such as the DoD; U.S. public and private colleges and universities; and international arena.
4) Planning, organizing and/or leading others in comprehensive studies or projects and preparing accurate, technically sound recommendations.
5) Integrating best practices and perspectives for implementing partners into a collaborative process for developing education, training and other capacity building products for disaster response, mitigation, and prevention in the areas of Disaster Management and Humanitarian Assistance (DMHA).
6) Recognizing interrelationships of the various aspects of operating programs and skill in interpreting and analyzing such information to evaluate overall program status and effectiveness.
7) Communicating orally and in writing and convey applied technical information regarding DMHA information sharing and applied research.
8) Developing and executing initiatives for partnership development with critical DMHA organizations.
